Recall our blanket assumption that all block designs are
*binary*: this means that no treatment occurs more than once in a
block, so that the blocks are sets rather than general multisets.
However, it can happen that the same set occurs more than once in the
list of blocks; that is, the list of blocks may be a multiset. In this
case we say that the design has *repeated blocks*.
